DHARNA TO ‘SAVE INDIAN
RAILWAYS’ – POSTPONED

Dear Friends,

As you know, the honorable Delhi High Court has admitted our PIL, which questions the appointment of Chairman Railway Board. In respect to the court, and the legal proceedings, as well as on the advice of many of you we have decided to POSTPONE the Dharna at Jantar Mantar that was to begin on 23rd May. As you know we were to begin a Hunger Strike to Save Indian Railways. We had also created a charter of demands, which was to be released on 23rd. However, thinking from a legal point of view and to respect the judiciary we have delayed our strike.

Please note: this is not to say the strike has been cancelled. This strike will happen at all costs. It is only postponed. Stay tuned, for the next date. For now, we will closely consider the legal proceedings; we have faith in the high court that it will give directions to Railways that will put an end to such-high level manipulations. And, while we wait patiently for the next date, please continue sending us your suggestions, solutions, and support for the betterment of Railways.

There are many other issues that are harming Indian Railways. We will prepare more comprehensively in the next few months for this postponed strike and build up support for a movement where all these issues will be brought out.

We expect you will not be disappointed with this delay and will re-gather your energies to support us. For everyone who has supported us we thank you...!!

We hope you will continue supporting us and spreading the word.
Change is coming soon to Indian Railways.
Will you be a part of it..?
Be on the right side of history.
Together we can "Save Indian Railways...!!!" www.railsamachar.com

SAVE INDIAN RAILWAYS –

CALL TO 14 LAKH RAILWAY FAMILY

Dear All Railway Friends, Officers and Employees, I am honored to have covered Indian Railways as journalist for past 20 years. "Railway Samachar" will also complete 15 years soon. In writing thousands of articles and speaking to even more of you I have shared your joy and even more your pain. Now I have reached the point where problems of Railways are so big, it is my responsibility not only to write but also to ACT.

I will be going on indifinite hunger fast from May 23 in Jantar-Mantar, New Delhi. And, I will be taking along with me A LIST OF DEMANDS of changes needed to SAVE RAILWAYS.

I am using all the knowledge I have gathered to think of all the biggest problems hurting Railways since independence, and their solutions.

But, I need your help. THIS IS A ONE-TIME OPPORTUNITY. What are the problems that bother your department or Indian Railways as a whole? Tell me. Tell us. Let us discuss it. SPEAK UP NOW or forever hold your peace. What are THE PROBLEMS and what is THEIR SOLUTION? Don’t just say corruption or revenue leakage.. Let us talk in detail..

And, let us talk about solutions. Technology, Administration, Cadre-problems, whatever the issue, let’s come together to list the most important ones as well as suggest their solutions. IF YOUR IDEA HAS MERIT, IT WILL BE INCLUDED IN THE DEMANDS. I am working on revenue leakage in Traffic Department. I am thinking about the corruption in Procurement and in Works Contracts. I am examining our faulty PPP policies. I am thinking about the GRP problem.

Of course, I am especially looking at transfers and postings, bypassing elligible & honest officers and how it is that national treasure Vivek Sahai could become MT and CRB when 4 vigilance cases were and are still pending against him. You may tell me more about these problems.

But, do tell me about other problems I do not know. It is time to stop and think. SOON IT WILL BE TIME TO ACT.

Your ideas will be uploaded to http://saveindianrailways.blogspot.com . You may discuss ideas at the blog, call me on phone, or email me at railwaysamachar@gmail.com . After we discuss ideas, we will create a DRAFT AGENDA. Then we will further ask for suggestions or any objections to the agenda. When everyone is satisfied, I will take the AGENDA and the possible SOLUTIONS and sit on dharna. This is what I have decided to do for Railways.

I know many of you secretly would love to join me. And do join me, to HELP ME CREATE A COMPLETE LIST OF DEMANDS to solve Railway problems.

We need to keep Railways healthy! It’s our national life-line! And you should work with hope and dignity!

Rgds.

The unintended consequences of “Agreed List”

This is undoubtedly a very good article. There can be no two opinions about the complete uselessness of the provisions of keeping officers' names in the Agreed-list. Rather, this system is humiliating, counterproductive, unfair and undemocratic.

This provision is perhaps one of the most misused weapons in the hands of a vengeant higher administration against junior officers. One will rarely come across cases of real thieves and burglars be included in the Agreed-list.

Not only is this a relic of the colonial system of suppression of dissenting voices, but this is also a form of violence perpetrated upon innocent and straight-forward officers by the real crooks and eunuchs manning the power corridors of the vigilance machinery. The net result is that the government has lost the services of countless number of efficient, honest and bold officers who believe in taking decisions.

This has also promoted a culture of avoiding decisions by those who are on the right side of the age and hence aspire to hold higher administrative posts simply because they have joined at the younger age. The worst aspect of this system is that, practically no name comes out of the Agreed list once it is put thereby a motivated and mindless group of seniors.

Hopefully, some day, somebody will challenge this unfair and draconian provision in the court of law and perhaps justice will be done to enumerable honest, efficient, straight forward and out-spoken officers who have been bearing this agony silently for decades on without any hope of getting justice.

MONEY IS YOURS BUT RESOURCES BELONG TO THE SOCIETY

Germany is a highly industrialized country. It produces top brands like Benz, BMW, Siemens etc. The nuclear reactor pump is made in a small town in this country.

In such a country, many will think its people lead a luxurious life.
At least that was my impression before my study trip.

When I arrived at Hamburg, my colleagues who work in Hamburg arranged a welcome party for me in a restaurant.

As we walked into the restaurant, we noticed that a lot of tables were empty. There was a table where a young.

couple was having their meal. There were only two dishes and two cans of beer on the table. I wondered if such simple meal could be romantic, and whether the girl will leave this stingy guy.

There were a few old ladies on another table. When a dish is served, the waiter would distribute the food for them, and they would finish every bit of the food on their plates.

We did not pay much attention to them, as we were looking forward to the dishes we ordered. As we were hungry, our local colleague ordered more food for us.

As the restaurant was quiet, the food came quite fast. Since there were other activities arranged for us, we did not spend much time dining. When we left, there was still about one third of unconsumed food on the table.

When we were leaving the restaurant, we heard someone calling us. We noticed the old ladies in the restaurant were talking about us to the restaurant owner. When they spoke to us in English, we understood that they were unhappy about us wasting so much food. We immediately felt that they were really being too busybody.

"We paid for our food, it is none of your business how much food we left behind," my colleague Gui told the old ladies.

The old ladies were furious. One of them immediately took her hand phone out and made a call to someone. After a while, a man in uniform claimed to be an officer from the Social Security organisation arrived. Upon knowing what the dispute was, he issued us a 50 Mark fine.

We all kept quiet. The local colleague took out a 50 Mark note and repeatedly apologized to the officer.

''The officer told us in a stern voice, "ORDER WHAT YOU CAN CONSUME, MONEY IS YOURS BUT RESOURCES BELONG TO THE SOCIETY. THERE ARE MANY OTHERS IN THE WORLD WHO ARE FACING SHORTAGE OF RESOURCES. YOU HAVE NO REASON TO WASTE RESOURCES.''

Our face turned red. We all agreed with him in our hearts. The mindset of
people of this rich country put all of us to shame. WE REALLY NEED TO
REFLECT ON THIS. We are from country which is not very rich in resources.

To save face, we order large quantity and also waste food when we give
others a treat. THIS LESSON TAUGHT US A LESSON TO THINK SERIOUSLY ABOUT
CHANGING OUR BAD HABITS.

My colleague Photostatted the fine ticket and gave a copy to each of us as
a souvenir. All of us kept it and pasted on our wall to remind us that we
shall never be wasteful.
